Consulta Órion
O Consulta Órion é uma plataforma do Décimo Oitavo Batalhão de Polícia Militar do Interior do Estado de São Paulo que integra diversas instituições para solução das
demandas criminais, sociais, estruturais e físicas, que colocam em risco a sociedade. O aplicativo, após análise de solicitação de acesso, permite o compartilhamento de
informações com os policiais que realizam o policiamento ostensivo preventivo, maximizando os indicadores de produtividade do batalhão, com consequente redução dos
indicadores criminais.
O aplicativo do Consulta Órion é composto por três módulos:
Medidas Judiciais: Permite ao Policial Militar consultar as medidas cautelares diversas da prisão impostas nas decisões judiciais, como por exemplo: não frequentar bares,
estar em determinado dia e horário na residência, não se aproximar da vítima menos de cem metros, etc. Nas medidas protetivas, em especial com advento da Lei 13.641/2018,
possibilita uma aferição por parte do policial militar no sentido de apresentação de tais descumprimentos a Justiça para eficácia da Lei e proteção as pessoas.
Mandado de Prisão: Permite ao Policial Militar consultar os mandados de prisão impostos nas decisões judiciais, o mandado de prisão é a ordem judicial em que o juiz
determina a privação da liberdade de determinada pessoa. Como regra geral, só pode ser efetuada a captura mediante ordem escrita de autoridade judicial competente,
conforme o art. 285 do CPP. Os mandados de prisão são cadastrados no sistema, possibilitando que o policial militar faça essa consulta e cumpra a decisão judicial.
Relatório de Averiguação de Incidente Administrativo: Visando a Prevenção Criminal, o Policial Militar, durante o patrulhamento Ostensivo, ao ser comunicado ou constatar a
existência de qualquer incidente administrativo que, de alguma forma, possa prejudicar a Segurança Pública, como falta de iluminação, imóvel abandonado, terreno com mato
alto, preencherá o RAIA, que será inserido no Consulta Órion para que as informações sejam compartilhadas de forma eletrônica com os setores públicos municipais parceiros
para solução do problema de forma rápida e eficaz, contando com a base informatizada Prefeitura e VC, que integra de forma digital as demandas constatadas para as
prefeituras parceiras.
Vale destacar que o policial militar ocupa posição privilegiada quanto à vivência da dinâmica das relações entre o Estado, as instituições e os indivíduos. Esse
profissional vive o cotidiano dos principais conflitos sociais, sendo dele a primeira incumbência de aplicar a lei penal, dando validade ao ordenamento jurídico vigente.
Além do que é um dos elos iniciais do sistema hierárquico vigente no campo jurídico e na divisão do trabalho de administração da justiça, além do registro da constatação
de indício(s) de prática de qualquer incidente administrativo, que somente deve ser preenchido pelo Policial Militar (PM) quando no exercício das atividades de polícia
ostensiva e de preservação da ordem pública, de bombeiro e de defesa civil, nos municípios onde houver integração eletrônica com a Prefeitura Municipal local ou,
eventualmente, com outro órgão público municipal, estadual ou federal que tenha atribuição legal para conhecimento do incidente administrativo.

Orion consultation
The Orion Consulting is a platform Eighteenth Battalion of the Military Police of São Paulo interior that includes various institutions for the settlement of criminal,
social, structural and physical demands that endanger the society. The application, after access request analysis, enables the sharing of information with the police who
carry out preventive ostensible policing, maximizing Battalion productivity indicators, with consequent reduction of criminal indicators.
The Orion Consult application consists of three modules:
Legal measures: Allows the Military Police consult the various precautionary measures of imprisonment imposed in judicial decisions, such as: do not attend bars, being on
a certain day and time the residence, not to approach the victim less than one hundred meters, etc. The protective measures, in particular with enactment of Law 13,641 /
2018, provides an assessment by the military police in the sense of presentation of such non-compliance to the Justice effectiveness of law and protect people.
Warrant Arrest: Allows the Military Police consult the arrest warrants taxes in judicial decisions, the arrest warrant is a court order in which the judge determines the
deprivation of liberty of a particular person. As a rule, it can only be done by capturing written order from the competent judicial authority, pursuant to art. CPP 285.
The arrest warrants are registered in the system, enabling the military police do this query and obey the court decision.
Administrative Incident Investigation report: Aiming for Crime Prevention, the Military Police during the Ostensive patrolling, to be communicated or verify the existence
of any administrative incident that somehow would undermine the public security, such as poor lighting, property abandoned land with high grass, fill the RAIA, which will
be inserted in Orion Consultation for that information to be shared electronically with the municipal public sector partners to solution quickly and effectively problem,
with the computerized database city Hall and VC which integrates digitally demands observed for the partner municipalities.
It is worth noting that the military police occupies a privileged position on the experience of the dynamics of relationships between the state, institutions and
individuals. This professional lives everyday major social conflicts, it being the first task of applying the criminal law, giving validity to the current legislation.
Moreover it is one of initial links the current hierarchical system in the legal field and the division of legal administration work, besides the record indication of
observation (s) practice of any administrative incident, which must only be filled by the Police Forces (PM) when acting in blatant police activities and to preserve
public order, fireman and civil defense in the municipalities where there is electronic integration with the Municipality Local or possibly with other municipal, state or
federal government agency that has legal authority to knowledge of the administrative incident.
